They are homes. All of the buildings here are on stilts because if they were right on the ground, in the winter the heat from the house would melt the frozen ground (turning it to mud) and the house would sink. Also most of the houses "downtown" are single units, so they're a lot smaller than the average house. That monster house on the left is an RCMP house, but still not even that big considering the whole bottom half is not actually house at all.
